This is an opportunity for vendors of field portable detection equipment to 1) expand their instrument’s spectral libraries to include novel controlled substances listed in Table 1 during Phase 1, and 2) participate in an assessment of detection performance for fentanyl, fentanyl-related compounds, other drugs and cutting agents listed in Appendix A during Phase 2. This effort is specifically for instruments used by Federal and State/Local/Tribal/Territorial (SLTT) law enforcement and first responders that use spectral libraries to identify unknown samples suspected of containing illicit drugs. These types of instruments include but are not limited to field-portable Gas Chromatograph/Mass Spectrometers (GC/MS), high pressure Mass Spectrometers (MS), Ion Mobility Spectrometers (IMS), Raman spectrometers, and Fourier Transform Infrared (FTIR) spectrometers. The selection of companies and instruments that will participate in this effort is at the sole discretion of the Department of Homeland Security. There will be no solicitation issued. Selection will be made based on information provided in response to this Sources Sought Notice and responses are encouraged from any vendors interested (i.e., this is not a set-aside).
