Fermi Research Alliance LLC under contract to the Department of Energy - Office of Science is planning an acquisition for turn-key construction of a Linear Accelerator (Linac) Complex to be constructed at Fermilab, Batavia, Illinois. Acquisition Cycle: 1) Q3FY21 - Advertise RFP 2) Q2FY22 - Award Subcontract 3) Q2FY25 - Complete Construction This notice is for planning purposes to determine if a responsible supply chain exists INCLUDING SMALL BUSINESSES that can provide a turn-key Linac Complex in accordance to the PIP-II project requirements. START HERE PIP-II youtube Video https://www.youtube.com/watch?v=NRo4lVUQmGI&feature=youtu.be The PIP-II Linac Complex provides space and infrastructure to support the installation, commissioning and operation of the equipment for the PIP-II accelerator components. The PIP-II Linac Complex contains the following components: High Bay Building The approximately 21,000-square-foot High Bay Building will be located at the upstream end of the Linac tunnel and Linac gallery and serves as the major equipment and personnel access to the PIP-II Linac Complex. The High Bay Building includes a high bay service building with a loading dock and related services to accommodate the installation and servicing of beamline components. This includes space for unloading, staging and assembling beamline components. The at-grade loading dock will include an overhead bridge crane for moving equipment from grade to the below grade portion of the building. The above grade portion of the High Bay Building will be designed to accommodate visitor tours as part of the Fermilab outreach program. The below-grade portion of the High Bay Building is sized to accommodate the low energy portion of the PIP-II beamline components that does not require radiation shielding and includes space for staging and preparing beamline components for installation. The below-grade portion will also contain the support equipment and infrastructure required to operate the adjacent beamline components. Linac Tunnel The approximately 20,000 square foot below grade Linac Tunnel will house the superconducting accelerator components and is sized to accommodate the length of a 0.8 GeV Linac which includes modest space to accommodate a possible future upgrade of the Linac energy. The Linac Tunnel will provide space for the Linac hardware and penetrations for utilities (power, water, cryogens) and cabling, equipment installation, and maintenance. The Linac Tunnel will also accommodate the logistics of installation, repair, and removal of beamline components and related support equipment. Linac Gallery The approximately 33,300-square-foot at grade Linac Gallery houses the equipment needed to operate the Accelerator components in the adjacent, below grade Linac Tunnel. The gallery will be constructed parallel to the below-grade Linac Tunnel and will provide penetrations for utilities, controls, cooling water, cryogens and related operational services. Beam Transfer Line The approximately 14,000-square-foot below grade Beam Transfer Line (BTL) will house the beamline components required to transport the proton beam from the downstream end of the Linac Tunnel to the Booster Connection. This includes the tunnel section from the downstream end of the Linac Tunnel and the Beam Absorber area. The BTL will be constructed east of the existing Main Ring enclosure. Structural Systems Performance Requirements The design of the High Bay Building will include an overhead bridge crane with a capacity of 20 U.S. tons (40,000 pounds) with 27-foot hook height. The Linac tunnel and BTL will be designed to accommodate up to 5.6 m (18.5 feet) of earth shielding. The below grade portion of the High Bay Building , the Linac Tunnel and the Beam Transfer Line will include embedded unistrut anchors at 3 m (10 feet) spacing. The anchors on the wall closest to the beamline components will end 0.3 m (1 foot) from the floor. The anchors opposite the beamline components will end 2 m (6.5 feet) from the floor. The anchors will be continuous across the ceiling of the Linac Tunnel and Beam Transfer Line enclosures. The Oxygen Deficiency Hazard (ODH) system will be designed in accordance with FRA ES&H policies and guidelines. The Linac tunnel will be ventilated with neutral, dehumidified air as required by code. The underground air flow will include the provision for ODH ventilation. The conventional facilities will provide the mechanical equipment and ductwork for ODH ventilation while the controls, sensors, programming and commissioning will be accomplished as part of the equipment installation. Conventional Facilities (WBS 121.6) will provide and install the ODH equipment, including louvers, fans, ductwork and verification of operation. The Safety Systems subproject (WBS 121.03.08) will provide and install the sensors, control wiring, control panels, displays, related equipment and testing of the completed system. All penetrations between the Linac Tunnel and Linac Gallery (waveguides, coaxial cables, conduits, piping) will be sealed to reduce the air movement between the spaces. Electrical Systems Performance Requirements Two electrical systems will power the Linac Complex. One (1) system will power the loads for the technical equipment and the other will power the building loads. Primary 13.8 kV electrical power from the existing sitewide electrical system will be extended to the Linac Complex. The power extension will include the construction of concrete encased duct banks, installation of 750 kcmil/15 kV primary conductor and related equipment. The building power transformers will be located away from the building on a concrete pad with oil containment. These transformers have been sized based on stakeholder requirements with an adequate safety factor. The electrical system will provide a 25 kVA Uninterruptible Power Supply (UPS) for the control systems and ODH controls. A 250 kVA standby diesel generator will be installed on a concrete pad adjacent to the transformers. The generator fuel tank will have a double wall construction with leak detection. An automatic transfer switch is provided to switch loads to the generator upon normal power failure. This generator will feed UPS backup, ODH ventilation equipment, sump pumps and life safety equipment. Special Requirements The design of the Linac Complex includes the following radiological design requirements with the goal of achieving unlimited occupancy for all service buildings, shielding berms, parking lots, control rooms and associated areas: Passive shielding of 5.6 m (18.5 feet) earth equivalent at new tunnel sections; Exit passages and corridors will incorporate shielding labyrinths to reduce exposure to as low as reasonably achievable (ALARA) levels per FESHM Section 1100; Dedicated sump at Beam Absorber Area to allow for future monitoring prior to discharge; All sump discharges from the Linac Tunnel and Beam Transfer Line will be directed to cooling ponds or ICW return ditches; Exhaust fans in the Beam Absorber Area will discharge directly to the exterior without passage through the tunnel sections; and Radioactive Water (RAW) systems will be utilized for the programmatic equipment in the Beam Absorber area of the Beam Transfer Line. The RAW system, based on existing Fermilab system designs, will be double isolated from surface water and will reject the heat to the low conductivity water (LCW) system. The design, procurement and installation of the RAW systems are included in the accelerator portion of the project.
