Background Fermi Research Alliance, LLC (FRA) will provide facilities to enable a world-class program in neutrino physics that can measure fundamental physical parameters, explore physics beyond the Standard Model, and better elucidate the nature of matter and anti-matter. The Long-Baseline Neutrino Facility (LBNF) Project will involve building a new high intensity neutrino beam at the Fermi National Accelerator Laboratory (Fermilab) aimed at the Sanford Underground Research Facility (SURF), 1,300 km away, where the Deep Underground Neutrino Experiment (DUNE) international scientific community will build a neutrino detector. The LBNF/DUNE Project will be optimized for precision measurement of neutrino oscillations with the goal of searching for charge parity-violation in the neutrino sector, as well as make other precision oscillation measurements. The scope of the Far Site Conventional Facilities (FSCF) will be executed at SURF in Lead, SD. The scope is dominated by three large underground caverns that will be excavated at the 4850 Level of the SURF complex. Excavation of two detector caverns (each approx. 20m x 29m x 151m), a central utility chamber (approx. 20m x 12m x 191m), construction of associated access drifts, and ancillary spaces are referred to as the Excavation (EXC) scope. Outfitting of the underground spaces with electrical, mechanical, plumbing and fire/life safety systems is referred to as the Building and Site Infrastructure (BSI) scope. BSI scope also includes surface construction of a new cryogenic compressor building at the Ross Shaft site and associated surface infrastructure to support the building and underground spaces. The scope of work for various early preparation activities, both underground and on the surface, that are necessary to enable the start of major excavation for the FSCF is referred to as the Pre-Excavation scope and is currently underway. Scope of Services The work described in this RFP is to provide construction management services of the remaining Pre-Excavation activities and the EXC and BSI construction in Lead, SD. The FSCF Senior Construction Manager (SCM) organizationally reports to the LBNF Conventional Facilities (CF) Project Manager at Fermilab but is responsible to coordinate very closely with the LBNF FSCF Project Manager and team members. The SCM will directly oversee the management of the Construction Manager / General Contractor (CM/GC) responsible for the successful delivery of the Pre-Excavation, EXC, and BSI construction; the SCM will be the primary managerial point of contact for the CM/GC. The SCM will oversee and direct the FSCF Construction Coordinators, who are the field points of contact for the CM/GC. This position is based in Lead, South Dakota and requires temporary relocation. This position requires supporting on-going construction work that is occurring 24 hours a day, 7 days a week. Time management skills are required to cover work planning, hand-off, and weekly meetings. The ability to respond to questions and emergencies off-hours is a requirement.
