The Subcontractor shall provide, operate and maintain high quality unarmed, uniformed security officer services for Jefferson Lab, Newport News, Virginia. The security officers shall assure the safety and security of building occupants, facility operations and real and personal property against injury, molestation, loss or damage from any preventable cause including, but not limited to, fire, theft, trespass, espionage, and sabotage. Jefferson Lab is requesting six security officer posts on-site that are responsible for various building access and alarms, emergency response, communications, controlled entry and visitor management. Four of the security officer posts are 24 hours per day, 7 days per week, one is 45 hours per week and one is 8 hours a day during normal business hours. The Subcontractor is responsible for providing vehicles for use by two roving patrols 24/7. In the event of a vehicle breakdown, a replacement vehicle must be on the Jefferson Lab site within 1 hour. In addition to permanent staff, the Subcontractor must maintain a backup capability sufficient to cover absences, unplanned and planned events. In the past, we have used as many as 12 additional security officers per 24-hour period for as long as 8 weeks. Subcontractor shall develop a training program to include pre-assignment training, formal training, on-the-job training, cross training and in-service training. During the entire performance period of the Subcontract, including option periods, the Subcontractor shall maintain an office within 50 miles of Jefferson Lab and have sufficient employees employed to assure this subcontract's requirements shall be satisfactorily performed.
