CFA-686 Carbon-based Fuels Capability CO2 Compressor Design/Build
Battelle Energy Alliance (BEA), managing contractor for DOE-owned Idaho National Laboratory (INL), seeks expressions of interest from firms qualified to design, fabricate, test, and deliver an oil-free, liquid-cooled, fixed-speed, electric motor-driven CO2 compressor for the Central Facilities Area CFA-686 Carbon-based Fuels Capability. The firm-fixed-price design/build effort will compress CO2 from a combustor into a storage vessel, with outlet conditions of 1,400 psig, 66.1 scfm, and =150°F, packaged within a high-cube shipping container and installed at INL at approximately 4,938 ft altitude. The compressor package must comply with ASME Section VIII Division 1 for pressure vessels, AISC and AWS D1.1 for structural fabrication, include UL-508A controls and alarms, inter/after-coolers, a stainless steel drip pan, QA plan, NDE/operational testing, a 10-hour continuous reliability test, and O&M/spares/startup support documentation. Per the proposed ARO schedule, the engineering documentation report is 3 weeks, shop fabrication drawings 4 weeks, complete shop fabrication 40 weeks, and compressor arrival at INL 3 weeks. Responses to this EOI may inform a formal solicitation list, with selected qualified vendors potentially invited to an RFP process and the selection decision anticipated in November 2026.
