REQUEST FOR EXPRESSION OF INTEREST ASSEMBLE A PUMP AND MOTOR COMBINATION THAT WILL FIT AND FUNCTION IN AN EXISTING LOCATION AND PROVIDE REQUIRED FLOWS AND PRESSURES I. INTRODUCTION Battelle Energy Alliance, LLC (BEA), is the Management and Operating Contractor to the U.S. Department of Energy (DOE) for the Idaho National Laboratory (INL). BEA seeks an expression of interest from prospective companies that can develop a pump and motor assembly for the Utility Cooling Water (UCW) system at the Advanced Test Reactor (ATR) located at the Idaho National Laboratory (INL). This expression of interest (EOI) will serve as a method of identifying candidates that possess the ability to provide a pump assembly that will meet the functional requirements and fit into an existing location. Responders to this expression of interest may receive a formal request for proposal for this work. II. BACKGROUND As part of the Advanced Test Reactor (ATR) Aging Management Program, the Utility Cooling Water (UCW) system pump assemblies have been identified as approaching the end of their current operational service life. Spare part availability, the number of refurbishments, and other aging factors are making these pump and motor assemblies more difficult to maintain. For clarification, the term “pump assemblies” is intended to include the pump and column pipe, pump motor, shaft coupling, and discharge head. Advancements in technology have clearly made these assemblies more cost-efficient during operation. Improvements in materials and maintenance strategies have also reduce the frequency and shop time for refurbishment. III. PROJECT DESCRIPTION This EOI is looking for a supplier/manufacturer to provide direct replacements of these existing vertical-turbine close-coupled pump assemblies in the UCW system at the ATR in order to take water from a cooling tower plenum and pump it to existing equipment in the UCW system. Because of different manufacturing strategies for pump assemblies, this EOI is looking for assemblies that can fit into existing locations and meet the current functional requirements while taking advantage of the technology improvements. While all details reside in a specification, the key general constraints are: Existing Motor Power: 4160 VAC, 3Ø, and existing external power provided from No. 6 AWG Copper Wire through 2 in. conduit. Existing Pump Delivery: 3050 gpm @ 175 foot of head. These pumps are used to drain the plenum during maintenance so they must operate down to within 35” of the plenum bottom. Existing Physical Placement Constraints: Depth from baseplate to bottom of plenum 15’ 7”, access hole diameter to plenum is 20”. IV. SUBMITTAL REQUIREMENTS Prospective subcontractors shall provide brief statements of qualifications in the following areas: Overview of the candidate company; Quality control and quality assurance capability and your program for assessment/surveillance; A description of experience, knowledge and capabilities related to manufacture of this equipment; and Name, telephone number, and e-mail address of a representative of your firm who can answer questions regarding this request for expression of interest. BEA plans to issue a request for proposal that will allow award of a subcontract to fabricate these pump assemblies. Please provide your expression of interest by email to the undersigned by Close-of-Business, Wednesday November 27, 2019. Questions or request for more information should be submitted via email to Dan Stout at daniel.stout@inl.gov.
