Request for Information (RFI) for for Storage of Northeast Home Heating Oil Reserve Supply Reserve
The Department of Energy is issuing a Request for Information for the storage of a 1,000,000 barrel emergency supply of Ultra Low Sulfur Diesel. The required storage locations are 300,000 barrels in the coastal areas of New York Harbor, 400,000 barrels in the New England harbor area, and 300,000 barrels in the coastal areas of Connecticut and Rhode Island. The current storage contracts expire on March 31, 2024. The Department seeks information and ideas for this storage, with an interest in improving system capabilities and lowering total storage costs while meeting legal requirements. Responses are due 15 calendar days from the release of this RFI.
