Lawrence Livermore National Security, LLC (hereinafter called “LLNS”) is seeking sources to support the upgrade of its current on-premise Human Capital Management (“HCM”) system (e.g., Oracle PeopleSoft) to a modern cloud based (SaaS) solution. Anticipated to be completed over a multi-year period through a phased approach, the project scope includes providing LLNS with professional services needed to integrate and deploy the HCM modules at Lawrence Livermore National Laboratory (“LLNL”), a Management & Operating (“M&O”) contractor for the Department of Energy’s (“DOE”) located in Livermore, CA. The HCM modules licensed by LLNS may include talent/performance management, compensation management, core human resource (HR), time & attendance, & payroll. Lawrence Livermore National Security, LLC (hereinafter called “LLNS”) is seeking sources to support the upgrade of its current on-premises Oracle PeopleSoft Human Capital Management (“HCM”) system to Oracle Fusion HCM Cloud. Anticipated to be completed over a multi-year period through a phased approach, the project scope includes providing LLNS with professional services needed to integrate and deploy the HCM modules at Lawrence Livermore National Laboratory (“LLNL”), a Management & Operating (“M&O”) contractor for the Department of Energy’s (“DOE”) located in Livermore, CA. The HCM modules licensed by LLNS may include Core Human Resource (HR), Talent/Performance management, Compensation management, Benefits, Absence, Time & Labor, and Payroll. Only Subcontractors with considerable expertise and experience in complex Oracle Fusion HCM cloud implementations in a highly-matrix environment spanning multiple cross-functional teams, and who possess the necessary capabilities listed below will be considered. •Experience with DOE, Department of Defense (DOD), or Federal/Gov’t contractors in implementing FedRAMP cloud-based solutions. •Be an Oracle cloud service partner with implementation services expertise. •Experience in leading organization transformation and business process engineering. •Ability to staff this HCM project over the complete period of performance with U.S. citizens located in the United States. •Functional staff with strong HR business process knowledge and expertise in core HR, performance management, and compensation. •Technical staff with experience in PeopleSoft and Oracle HCM technologies, experience with planning and migrating data from legacy system(s) (e.g., Oracle PeopleSoft and other 3rd party or custom applications) to Oracle HCM experience, experience in Oracle Database, SQL, and data virtualization tools (e.g., Denodo). •Experience with building integrations between Oracle Fusion HCM cloud and Oracle E-Business Suite (EBS) finance.
