This acquisition is for a supplier to perform the removal of the existing storage ring and subsequent installation of a new multi-bend achromat ring and associated equipment for the Advance Light Source Upgrade (ALS-U) Project. The process design is completed by the Lawrence Berkeley National Laboratory (LBNL) team. In addition, a preconstruction phase is added to the contract in order to adjust the means and methods to the specific capabilities of the Subcontractor and for the Subcontractor to detail plan and schedule the effort. The Advanced Light Source (ALS) which became operational on October 5, 1993 is a Department of Energy (DOE) funded synchrotron user facility that provides, more than 2,000 users per year from around the world, access to the brightest beams of soft x-rays, together with hard x-rays and infrared, for scientific research and technology development in a wide range of disciplines. ALS-U is a planned upgrade of the ALS. The ALS-U will occupy the same facility as the current ALS, only replacing the existing electron storage ring while leveraging $500 million in existing ALS infrastructure and experimental systems. The new ring will use powerful, compact magnets arranged in a dense, circular array called a multi bend achromat (MBA) lattice. In combination with other improvements to the accelerator complex, the upgraded facility will provide bright, steady beams of high-energy light to probe matter with unprecedented detail. During the upgrade the ALS will be unusable for a period of approximately 12 months with 2-3 months for removal, 5-6 months for installation and 3 months for testing and commissioning. This period where the ALS is unusable is referred to as “dark time”. The ALS internal accelerator shielding is equipped with removable roof blocks and removable shielding walls and access doors through the shielding wall. The building also includes an internal overhead crane enabling the removal and installation of the equipment to be executed without any construction, alteration or repair to the building. The scope of the proposed work for this acquisition is in two overlapping areas: 1 – Subcontractor, as a subject matter expert, to work closely with the Lawrence Berkeley National Laboratory (LBNL) Removal and Installation Engineering team, providing project management and consultation, in order to optimize removal and installation means and methods for the ALS-U, prior to dark time (Work Packages 1.1 ). Work Package 1.1 (Removal and Installation Final Design) to develop the final removal and installation plan will entail a more detailed analysis of how the processes will be executed. 2 - Subcontractor to be the primary supplier responsible for activities during, and in the period before dark time, pertaining to removal and installation, under the guidance of the LBNL Removal and Installation Engineering team, and ALS and other LBNL subject matter experts (Work Packages 2.1 & 2.2). Work Package 2.1 (Pre-Removal Activities) will include activities such as: training supplier personnel to LBNL standards, preparing staging areas inside the ALS high bay, preparation of road for entry into the ALS and access points, defining routes and turning points, protecting sensitive equipment. Work Package 2.2 (Removal and Installation) will include activities such as: removal of shielding roof blocks, removal of shielding walls at the access points, disconnecting systems, removal of storage ring racks, removal of storage ring via internal overhead crane and ground transportation, installing new storage ring racks, installing the new storage ring, electrical routing and systems connections to the experimental equipment, testing and hand-over to LBNL. Below are the estimated time periods for the work packages: Work Package 1.1 – Removal and Installation Detail planning and optimization of means and methods - June 2022 – September 2024 ( 2.3 years) Work Package 2.1 – Pre-Removal Activities - October 2024 – April 2025 (6 months) Work Package 2.2 – Removal and Installation - May 2025 – December 2025 (8 months)
