This is a combined synopsis/solicitation for commercial supplies/services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation (SF1449) will not be issued. The Government intends to procure hardware, software, administration, labor, materials, and management necessary to operate, support, maintain and improve/update SAP2000. The Government is contemplating award in accordance with FAR Parts 13.106-1(b)(1)(i) and 12. The contract will be awarded using the Firm Fixed Price (FFP) contract type with an overall period of performance of one (1) base year plus four (4) one-year options. The solicitation number is 89603023Q0064. The solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02, effective 14 February 2023. This procurement is a small business set aside as it is not being sole-sourced. The NAICS code for this procurement is 513210 – Software Publishers. The PSC code for this procurement is 7A20 - IT and Telecom—Application Development Software (Perpetual License Software). The combined synopsis solicitation contains one (1) firm-fixed price line items (base year) in the Cost/Price Schedule of the solicitation, plus one (1) firm-fixed price line items for four (4) one-year option periods. The objective of this contract is to support the Commission’s efforts for performing structural analyses of steel and concrete structures to evaluate their compliance with the Commission’s dam safety guidelines and industry best practices.
