The U.S. Department of Energy, Southwestern Power Administration (Southwestern) intends to issue an Invitation for Bid (IFB) for Southwestern’s Piggott Substation Grounding and Drainage Improvements construction project. The work will be performed at Southwestern’s electrical substation located in Piggott, Arkansas. The Contractor shall provide all personnel, facilities, materials, and equipment required to complete the project. The construction project will consist of the following activities: Grounding Improvements including Ground Grid Improvements, Switching Platform Grounding, Structure Column Ground Clamps, and Crushed Stone Site Paving. Drainage Improvements will be made to the existing drainage system to achieve adequate capacity, improvements will include excavation, regrading, and constructing two 4’x4’ drainage manholes. Installation of underground conduits for the future installation of security cameras and lighting. Replacement of current security fence with a new, 8 foot electrically grounded chain link fence that includes six barbed wires, concertina wire, 1-inch wire mesh fabric, and non-motorized cantilever slide gates with ISP security latches. This acquisition is a 100% small business set aside. The applicable North American Industry Classification System (NAICS) code for this acquisition is 237990 and the small business size standard is $39.5 million. In accordance with Federal Acquisition Regulation (FAR) 36.204(d), the magnitude of this project is currently estimated to be between $250,000 and $500,000. The estimated project completion date is July 26, 2021. Contractor registration in the Government’s System for Award Management (SAM) is required to be eligible for the contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. The anticipated release date of the solicitation package is on or about February 23, 2021, with bids being due on or about March 23, 2021. Once issued, solicitation documents will be available electronically for download at https://www.fedconnect.net. All responsible sources may submit a bid and will be considered by Southwestern.
