Amendment 05 has now been posted to revise the SOW to better address the Right of Way clearing. Amendment 04 has been posted to add Questions and Answers as well as updating two other sections of the solicitation. The due date has not changed, bids are still due September 10, 2020 at 2:00 p.m. CT. The work under this solicitation shall include furnishing all labor and materials necessary to completely remove and rebuild the Clarksville to Structure 87 portion of the Norfolk to Van Buren 161kV transmission line. The contractor shall remove all structures, conductor, shield wire, grounding and all other items associated with this line except the existing OPGW and rebuild the line with all new materials. The total length of the rebuild is approximately 15.06 miles. The existing line is predominantly of wood pole, H-frame construction with 556.5 kcmil ACSR conductor. The new line shall consist of predominantly H-frame construction utilizing galvanized steel structures. The new phase conductor shall be 1192.5 kcmil, Grackle conductor. New OPGW will be installed end to end in addition to the transfer of existing OPGW which will be located in the structure position opposite of the new OPGW cable.

The Southwestern Power Administration has a requirement for upgrade and rebuild of a portion of the Norfolk to Van Buren 161kV transmission line, beginning at Clarksville and ending at structure 87 approximately 15.05 miles. The project is primarily located in the Clarksville, Arkansas area. The upgrade and rebuild project mainly consists of removal of predominantly wood pole H-frame structures and hardware with 556.5 kcmil ACSR conductor and replacement with predominantly galvanized steel H-frame structures and hardware for 1192.5 kcmil Grackle conductor and Optical Ground Wire (OPGW). The small business set-aside Invitation for Bid will be issued on or after May 25, 2020.
