The RFM is to transfer traffic to the Rifle Substation. The RFM has a microwave radio connection to Sunlight Peak (SUN), however due to terrain obstructions it was not possible to take this connection directly to RFL. To avoid the cost of replacing the RFM building, a microwave tower would allow a microwave path between RFL and SUN to be established.
