The Western Area Power Administration requires a contractor to upgrade 35 miles of a 69kV transmission line to 115kV and construct a new Quinn Creek Substation in Platte and Niobrara counties, Wyoming. The project involves replacing the existing line with a new wood pole H-frame, building the substation on about 5 acres, and working within existing rights-of-way.
