NOTE: All responses to this IFB shall be submitted through the https://www.fedconnect.net website in accordance with the direction provided in the solicitation. The Western Area Power Administration, Rocky Mountain Region has a requirement for a contractor to provide all the labor, materials, tools, equipment, transportation, and other resources necessary to complete this project. The work includes the removal and replacement of three (3) 230-kV power circuit breakers and associated foundations, upgrade of the existing ground grid, replace the single bus jumpers with duplex, and the modification to existing rigid bus with jumpers and associated electrical equipment for Poncha Substation Stage 04. The project is located at WAPA’s Poncha Substation near Poncha Springs, Colorado, 81242 and the period of performance is 325 calendar days after Notice to Proceed. The estimated order of magnitude is between $500,000 and $1,000,000. FAR Part 14 is being utilized for this requirement. The solicitation will be issued as a 100% small business set-aside. The applicable NAICS Code is 237130; Size Standard is $39.5M. The solicitation including specifications and drawings will be issued electronically at this site on or about 22 December 2020 at the following sites: https://www.fedconnect.net and https://beta.sam.gov/ NOTE: The Buy American Act applies to the solicitation. Refer to FAR Clause 52.225-9 (Section I) and FAR Provision 52.225-10 (Section L) if any non-domestic material will be proposed. Bidders must identify any non-domestic materials (not manufactured in United States) included in their bid. Please check with your suppliers and subcontractors to verify whether or not their quotes include non-domestic material.
