NOTE: All responses to this IFB shall be submitted through the https://www.fedconnect.net website in accordance with the direction provided in the solicitation. The Western Area Power Administration, Rocky Mountain Region has a requirement for a contractor to provide all the labor, materials, tools, equipment, transportation, and other resources necessary to complete this project. The work includes expanding the existing yard to accommodate an additional 115-kV line bay, extending the main and transfer bus, increasing the line tensions for existing two (2) approach spans on the Glendo South and Stegall South lines, alternate station service feed and associated electrical equipment, a new communications building with a hallway to the existing service building and site development for Whiterock Substation, Stage 02. The project is located at WAPA’s Whiterock Substation near Guernsey in Platte County, Wyoming, 82214 and the period of performance is 250 calendar days after Notice to Proceed. The estimated order of magnitude is between $1,000,000 and $5,000,000. FAR Part 14 is being utilized for this requirement. The solicitation will be issued as a 100% small business set-aside. The applicable NAICS Code is 237130; Size Standard is $39.5M. The solicitation including specifications and drawings will be issued electronically at this site on or about 02 December 2020 at the following sites: https://www.fedconnect.net and https://beta.sam.gov/ NOTE: The Buy American Act applies to the solicitation. Refer to FAR Clause 52.225-9 (Section I) and FAR Provision 52.225-10 (Section L) if any non-domestic material will be proposed. Bidders must identify any non-domestic materials (not manufactured in United States) included in their bid. Please check with your suppliers and subcontractors to verify whether or not their quotes include non-domestic material.
