NOTE: All responses to this IFB shall be mailed to Western Area Power Administration, Rocky Mountain Region, P.O. Box 3700, Loveland, CO 80539-3003, ATTN: Eileen Ray. Physical Address for hand carried quotes/proposals/bids: Western Area Power Administration, Rocky Mountain Region, 5555 East Crossroads Boulevard, Loveland CO, 80538. The Western Area Power Administration, Rocky Mountain Region has a requirement for a contractor to provide all the labor, materials, tools, equipment, transportation, and other resources necessary to complete this project. The principal components of work includes; Remove and replace three (3) 167 MVA 345/230-kV power transformers designated KU1A-1, KU1A-2, and KU1A-3, foundations, conduit, conductors and cables for delivery of new three-phase 600 MVA transformer designated KU1A (GFE). Furnish one (1) 500-kV (operated at 345-kV) to replace one (1) 345-kV motor operated disconnect switch and one (1) 230-kV motor operated disconnect switches (MODs) designated WU1A and WV1A. Remove and replace ground fault detection circuit on the KU1A transformer tertiary. Remove and replace fuse FW1A with fused interrupting switch WW1E-FW1A. Furnish and install 13.8-kV voltage bus, grounding system, conduit and insulated conductors and cables. Furnish and install new steel structures and concrete foundations; furnish and install adapter plates for equipment mounting on existing structures; furnish and install new structures on existing foundations; modify existing foundations; and paint structural steel. The work is located near Ault, Colorado. Installation of one (1) 230-kV oil filled shunt reactor and associated jumpers. The work is located near Lost Cabin, Wyoming. Installation of power transformers KY1A and KX1D at North Cody Substation. The work is located near Cody, Wyoming. All work shall be completed 370 calendar days after the date of receipt of Notice to Proceed. The estimated order of magnitude is between $1,000,000.00 – 5,000,000.00. FAR Part 14, Sealed Bidding is being utilized for this requirement. The solicitation will be issued as a 100% small business set-aside. The applicable NAICS Code is 237130; Size Standard is $36.5M. The solicitation including specifications and drawings will be issued electronically at this site on or about 19 March 2020 at the following sites: https://www.fbo.gov and https://www.fedconnect.net. NOTE: the Buy American Act applies to the solicitation. Refer to FAR Clause 52.225-9 (Section I) and FAR Provision 52.225-10 (Section L) if any non-domestic material will be proposed. Bidders must identify any non-domestic materials (not manufactured in United States) included in their bid. Please check with your suppliers and subcontractors to verify whether or not their quotes include non-domestic material.
