SOLE SOURCE NOTICE OF INTENT: The Western Area Power Administration (WAPA), Corporate Services Office intends to acquire on a Sole Source basis the implementation project to replace current Supervisory Control and Data Acquisition and Energy Management System for grid control from Open Systems International, Inc (OSI), 4101 Arrowhead Drive Medina, MN 55340-9649, for WAPA Rocky Mountain Region and Desert Southwest under the authority of Section 4202 of the Clinger-Cohen Act of 1996. OSI possesses proprietary software necessary to convert from WAPA’s existing system to OSI’s system, as well as the assistance necessary to operate and maintain the OSI solution including training for end users, developers/modelers, SCADA support, and OPS regional trainers. The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This will be a firm-fixed-price contract to Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received within 15 days after date of publication of this notice and shall include documentation on ability to satisfy the Government’s requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Respondents are encouraged to provide any feedback, comments, and questions regarding this Source Sought Notice. Specifically, the government is seeking responses about SCADA/EMS Implementation. Each response should also include: • Vendor’s name and address • Vendor’s point of contact, phone and email address • Vendor’s business size and socioeconomic status, if applicable • Vendor’s SAM UEID Please limit responses to three pages. Not responding to this request does not preclude participation in resulting solicitation and award.
