The Department of Energy/Western Area Power Administration (WAPA) is seeking Variable Energy Resources (VER) Weather Forecasting Services, necessary to support WAPA’s participation in the California Independent System Operator (CAISO) Energy Imbalance Market (EIM). The required service is synopsized under number 89503022QWA000123. WAPA has a requirement for VER Forecasting Services that will send the forecast data directly to the CAISO’s Automated Load Forecasting System (ALFS). The vendor shall provide day-ahead, hourly, and 5-minute VER forecasts for all WAPA CAISO-registered resources per CAISO guidelines. The forecasts shall be sent directly to CAISO and in parallel to WAPA’s EIM Entity and Merchant for visualization purposes. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. Please review all files attached to this solicitation announcement for the complete RFQ requirements. This solicitation to acquire commercial services is being conducted using the provisions, clauses, and procedures prescribed in FAR Part 12 and Part 13. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541990 – All Other Professional, Scientific, and Technical Services, and the size standard is $17.0M. This requirement is solicited as Full and Open Competition. The Government intends to award to the responsible contractor whose quote is determined to be the best value to the Government based upon technical approach, past performance, and price related factors. It is anticipated the resulting acquisition vehicle will be a single award Blanket Purchase Agreement with one (1) year base ordering period and four (4) option ordering periods, however the Government reserves the right to make any number of awards if it is in the Government’s best interest. The anticipated ceiling amount is $250,000.00 over the potential five (5) year ordering period. Orders against the BPA will be awarded on a Firm-Fixed-Price (FFP) basis. The solicitation, a detailed statement of work, and any other supporting information relating to this procurement will only be available in electronic format, located on the System for Award Management (SAM) website (www.sam.gov). In accordance with FAR 5.207, all responsible sources may submit a quotation, which shall be considered by the agency. It is highly recommended that, prior to submitting a quotation, interested parties register in SAM (www.sam.gov) and obtain a Unique Entity ID (UEID), as these requirements are mandatory for any firm selected for a contract award.
