The Department of Energy (DOE) / Western Area Power Administration (WAPA) issued a sole source award, under the authority of FAR 13.5, Simplified Procedures for Certain Commercial Items, for the modification of the existing GE Supervisory Control and Data Acquisition (SCADA) Energy Management System (EMS) (a.k.a., “GE PowerOn”) to provide software changes in support of the WALC Energy Imbalance Market (EIM) with California ISO (CAISO). Per FAR 13.501(a)(1)(iii), justifications for acquisitions made under FAR subpart 13.5 must be made publicly available as required by FAR 6.305(a) within 14 days after contract award.
