The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a single source basis with Safety One Training International, Inc. of Littleton, CO under the authority of FAR 13.106-1(b)(2), Soliciting From a Single Source, for virtual fall protection training for WAPA regional qualified climbers. The Government intends to acquire these services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. This is a sole-source requirement to Safety One Training International, Inc. as they are the historic provider of fall protection safety and their safety equipment is present at WAPAs substations. These services have been previously provided to WAPA in-person in 2019 and 2020 and Safety One possesses the knowledge and curriculum to provide the required virtual training in a timely and effective manner and pursuant to ANSI Z359 standards. Due to COVID-19, the training has shifted to virtual classroom sessions with a maximum of 40 employees per session. WAPA requires 10 training sessions between April 12 and September 30, 2021. If WAPA identifies no other capable sources by April 08, 2021, WAPA will issue a firm-fixed-price contract to Safety One Training International, Inc. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The North American Industry Classification System (NAICS) code for this acquisition is 611699, and the size standard is $12,000,000 annually. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a competitive Request for Quotation (RFQ). No solicitation package will be publicly issued. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
