NOTICE OF INTENT OnLocation, Inc. NAICS code: 541611 Administrative Management and General Management Consulting Services In accordance with the Competition in Contracting Act, 41 U.S.C 253 [c] [1], and implemented by FAR 6.302--, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements., The U.S. Department of Energy intends to enter into a one (1) year agreement with OnLocation, Inc., 501 Church St, Ste 300, Vienna, VA 22180-4734. OnLocation, Inc. will provide modelling analysis for climate and clean energy policy scenarios and quick turn-around analysis on selective energy and climate policy, regulatory, or technology areas. The contractor will develop market and technology deployment forecasts using widely accepted energy-economy models, including the National Energy Modeling System (NEMS). Market Research was conducted and OnLocation, Inc. was identified as the only source capable of meeting the Government's Requirements. No other appropriate sources were identified capable of meeting the Government's Requirements. This notice of intent is not a request for competitive proposals or quotes and no solicitation document will exist for this requirement. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
