The Department of Energy, Energy Information Administration (EIA), intends to issue a firm fixed price sole source award utilizing Simplified Acquisition Procedures for Certain Commercial Products to S&P Global, Inc. to procure Bentek data for its proprietary tools for use to enhance EIA’s products, specifically its Weekly Natural Gas Storage Report (the federal government’s only weekly Principal Federal Economic Indicator). S&P Global, Inc.’s Bentek uniquely provides daily natural gas receipt and delivery nominations and pipeline capacity utilization data based on electronic bulletin board disclosures mandated by the U.S. Federal Government at all 26,000 receipt and delivery points across all U.S. interstate and Canadian natural gas pipelines going back to 2001. S&P Global, Inc. also provides other data across many sectors: natural gas prices, storage information and pipeline project data, petroleum market analysis, electric prices, supply and demand information, nuclear facility operational information and oil and gas pipeline and liquefied natural gas (LNG) operations. S&P Global, Inc. provides market analysis and forecasts based on this warehouse of data in multiple brand name reports. This notice of intent is for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with strong and convincing evidence that clearly articulate the company’s ability to satisfy this requirement as outlined above. A request for documentation will not be considered an affirmative response. If no responses that demonstrate comparable capability are received within fifteen (15) calendar days after publication of this notice, then a sole source acquisition award will be made.
