This is a pre-solicitation notice of the U.S. Department of Energy (DOE) Office of Headquarters Procurement Services’ (MA-64) intent to proceed with a sole source acquisition pursuant to FAR 13.501(a) as there is only one responsible source that can provide the required services. MA-64 intends to solicit and negotiate with E&E News, in accordance with 41 U.S.C.1901 or the authority of 41 U.S.C.1903. The anticipated Contract period of performance is one (1) year. This notice is being provided pursuant to FAR subparts 13.105, 5.203(a) and 5.204. This proposed action is for the procurement of an annual subscription from E&E News five daily publications deliver original and compelling journalism that keeps top decisionmakers in government, business, NGOs and academia informed and ahead of the curve. With more than 65 reporters and editors, E&E News offers an in-depth look at issues in Washington, D.C., and around the nation. E&E reporters also regularly travel around the world to report on key events and projects with global consequences for energy and the environment. E&E News is the sole source for accessing the five daily publications cited above, which provide detailed information on key energy issues of importance to Fossil Energy policymakers and stakeholders. These publications are not provided by any other vendor. While there are other energy online subscription services, E&E News is the sole source for accessing the five daily publications, which provide detailed information on key energy issues of importance to Fossil Energy policymakers and stakeholders. These publications are not provided by any other vendor. Only one responsible source and no other supplies or services can satisfy any agency requirements in accordance with 41 U.S.C. 3304(a)(1). The anticipated North American Industry Classification System Code (NAICS) is 511120 – Periodical Publisher; Business size standard 1000 employees. This pre-solicitation notice is for information and planning purposes only. This notice does not constitute a formal request for quotation (RFQ) and any responses to this notice will be treated as information only. No RFQ exists; therefore, do not request a copy of a RFQ. No award will be made as a result of responses to this notice. Contractors are advised that the Government is not under any obligation to provide any responses as a result of this notice, nor is the Government bound to any further actions related to this matter.
