This is a notice of intent that the U.S. Department of Energy (DOE) Office of Headquarters Procurement Services’ (MA-64) intends to proceed with a single source acquisition pursuant to FAR 13.106-1(b) as there is only one responsible source that can provide the required services. MA-64 intends to solicit and negotiate with Politico LLC, in accordance with 41 U.S.C.1901. The anticipated Contract period of performance is one (1) base year, four (4) option years, and the option period up to six months pursuant to FAR clause 52.217-8. This notice is being provided pursuant to FAR subparts 13.105, 5.203(a) and 5.204. This proposed action is for the procurement of an annual subscription from Politico LLC to receive the following proprietary E&E News publications: Energywire, Climatewire, Greenwire, E&E Daily, and E&E News PM. E&E News is a collection of specialized publications providing journalism on energy and environment issues. It is unique in the focus and depth of coverage on issues relevant to energy. This publication provides up-to-the-minute, mission-critical information on developments across a combination of issues not found with any other set of publications. E&E's editorial team also offers unrivaled access to key players in energy and environmental policy supplemented with key documents and reports. Top executives in the Department of Energy require subscriptions to this publication in order to most effectively carry out Office of the Chief Information Officer’s mission. Only one responsible source and no other supplies or services can satisfy any agency requirements in accordance with 41 U.S.C. 3304(a)(1). The anticipated North American Industry Classification System Code (NAICS) is 511120 – Periodical Publisher; Business size standard 1000 employees. This notice of intent is for information and planning purposes only. This notice does not constitute a formal request for quotation (RFQ) and any responses to this notice will be treated as information only. No RFQ exists; therefore, do not request a copy of a RFQ. No award will be made as a result of responses to this notice. Contractors are advised that the Government is not under any obligation to provide any responses as a result of this notice, nor is the Government bound to any further actions related to this matter. The information provided in this notice is subject to change and is not binding on the Government. If a firm believes the DOE should not pursue a contract with Politico LLC, then they should submit a capability statement no later than 8 am Eastern Standard Time (EST) September 16, 2021 to Bryan.Bentley@hq.doe.gov. Contractors also may email any other questions or concerns to Bryan.Bentley@hq.doe.gov no later than 8:00 am EST September 16, 2021. A determination by the Government to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement.
