The purpose of this requirement is to acquire community engagement consulting services relative to the development of Shared Principles for Community Collaboration (“Shared Principles”) for two (2) OCED-funded projects. The Shared Principles will 1) establish mutually agreed-upon ground rules for collaborative and respectful engagement that set the stage for long-term community-OCED-awardee collaboration; and 2) develop a list of community-grounded priorities for continued, two-way engagement that is accompanied with an action plan for responding to the identified issues. OCED proposes to develop the Shared Principles through the design and facilitation of two (2) community engagement processes based on the Participatory Technology Assessment (PTA) methodology, which involves significant community participation in problem framing, deliberative learning, and results integration.
