The Northeast Home Heating Oil Reserve (NEHHOR) was established by the Department of Energy (DOE) in 2000, to provide an emergency stock of Heating Oil in the event of a winter supply shortage. The DOE, Office of Fossil Energy – Strategic Petroleum Reserve is soliciting offers on for the storage and potential distribution of its 1,000,000 barrel Northeast Home Heating Oil Reserve (NEHHOR) – Ultra Low Sulfur Diesel (ULSD). DOE Energy is soliciting storage in the following locations: 200,780 barrels in the New England harbor area. Any questions concerning this solicitation must be submitted in writing and received by 03/04/20 @ 4:30 PM local time. The Government is under no obligation to provide a response to questions submitted after the due date and time specified for receipt of questions.
