Requests for copies of a solicitation will not receive a response. This Notice is to assist the government in determining if there are any domestic manufactured end product sources for the project title. This is not a Request for Proposal or Request for Quotation or an obligation on the part of the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL). No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. The DOE, NETL is looking to purchase a new Thermogravimetric Analyzer (TGA) System equivalent to the Mettler Toledo Thermogravimetric Analyzer (TGA) System: STARe System TGA/DSC 3+ (Product ID: 30139250) along with Unichiller 007-MPC 208V - Cooling System (Product ID: 30211319), Dryer Gas SS - Gas System (Product ID 63053296) and Software Update - STARe V17.00 (Product ID: 30742342). This specific Mettler-Toledo instrument or equivalent is requested as a complement for NETL’s current units. Currently, NETL owns two Mettler Toledo TGA units. One unit is over 10 years old and a replacement is needed. DOE/NETL is conducting this Sources Sought to identify any interested party that believes it is capable of meeting the NETL requirement described in the attached Specification document. Entities may identify themselves and must provide evidence of their capability to fulfill the requirement. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516- Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees. Please include your company’s business size classification and socio-economic status in any response to this notice. As permitted by FAR Part 10, this is a market research tool being utilized for informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy. This notice shall not be construed as a Request for Quotation (RFQ) or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request, so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this requests. It should be noted that information gathered through this notice may influence the Government’s acquisition strategy. All interested parties will be required to respond separately to any solicitations posted, if pursed, as a result of this sources sought notice. An interested party should avoid including any classified, business confidential, and/or proprietary information in its response. However, if an interested party elects to submit such information, the information must be clearly marked accordingly, and the interested party must provide sufficient justification as to why such information is classified, business confidential, and/or proprietary. Submission Instructions: All interested parties responding to this Sources Sought Notice must submit their responses no later than September 11, 2023 at 3:00 PM ET to Arturo Manantan at arturo.manantan@netl.doe.gov and must include the information requested below and meet or exceed the specifications identified in the attached Specification Document. DOE personnel may contact firms responding to this Sources Sought notice to clarify a responder’s capabilities, discuss potential contractual mechanisms, or obtain other information as part of this market research process. EXPRESSION OF INTEREST/CAPABILITY STATEMENT: With regard to the included specifications, interested organizations are requested to provide a capability statement (brief discussion) that does not exceed five (5) pages in total (including cover page) in either MS Word (.doc or .docx) or Adobe Acrobat (.pdf) format. The provided information must be in sufficient detail to allow the Government to analyze the current market conditions and capabilities. As such, the following information is requested to be included in all responses: 1. Name, Address, Government Unique Identifier number, CAGE code, and point of contact information of your company. 2. Organization’s Business Size (as it relates to the above stated NAICS code and size standard information listed and in accordance with the SBA size standards) – Small Business, 8(a), HUBZone, SDVOSB, or WOSB. 3. Description of your company’s capabilities as they relate to the item/specifications described in this notice. 4. Indication of whether the item described in this notice are currently offered via your company’s GSA Federal Supply Schedule (FSS) contracts, Government-wide Acquisition Contracts (GWACs), or other existing Government-wide contract vehicles; and, if so, the contract number(s) for those vehicles. 5. Any other relevant information that is not listed above which the Government should consider in finalizing its market research. 6. Place of Manufacture: Is more than 50% of item manufactured domestically; and if not, where is it manufactured? You are strongly encouraged to submit your Expression of Interest/Capability Statement in response to this Sources Sought Notice at least 24 hours before the specified due date in order to have time to resolve any transmission problems. As previously indicated, this is a Sources Sought notice and NOT a solicitation; therefore, no cost or pricing information should be provided. Telephone inquiries will not be accepted or acknowledged, and no feedback will be provided to organizations regarding their submissions. Responses should be limited to the entity’s expression of interest and capabilities statement (as identified above) along with their respective business size based upon the list provided. It is not mandatory for an offeror to respond to this Sources Sought notice in order to be eligible for proposing on a subsequent solicitation when/if issued.
