THE U.S. DEPARTMENT OF ENERGY (DOE) NATIONAL ENERGY TECHNOLOGY LABORATORY (NETL) IS ISSUING THE FOLLOWING COMBINED SYNOPSIS/SOLICITATION AS A 100% SMALL BUSINESS SET ASIDE, BRAND NAME OR EQUAL REQUEST FOR QUOTE. NOTICE: The U.S Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing the following Brand-Name or Equal, 100% Small Business Set Aside, Request for Quote (RFQ) for “TestResources 316 Series Universal Test Machine”. Only quotes from small businesses will be accepted by the Government. Interested small businesses are strongly encouraged to submit their quotation, and provide all supporting documents, as necessary, via https://www.fedconnect.net/Fedconnect/., by the due date and time indicated in this RFQ. All questions relating to this RFQ may be submitted via email to the Contract Specialist, Mathew Gibson, at Mathew.Gibson@netl.doe.gov. EVALUATION: An award shall be made to the lowest priced, technically acceptable quote. The Government anticipates issuing a single award from this RFQ. The Government reserves the right to request vendors provide documentation that validates they are an approved and authorized reseller of the brand/manufacturer and that the products/services quoted meet the Brand Name or Equal requirement. Selection will be based on the quotation that is considered technically acceptable with the lowest firm-fixed price quote. To be considered for evaluation, vendors must quote on all items/services listed in the solicitation. Vendors shall submit descriptive literature detailing features, technical capabilities and warranty data, as necessary. The Vendor shall warrant that the products are new and in their original packaging. Pricing should include separate lump sum prices for each item as well as a total for all items. Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation. The technical acceptability determination will be based on the quotation(s) with a Brand Name or Equal only of the product as identified within this RFQ. Quotes in response to this RFQ must be submitted by no later than the date shown on this RFQ.
