DOE RESL/DOELAP intends to award a sole-source, firm-fixed-price purchase order to Hopewell Designs, Inc. for a customized neutron irradiator, radiation area safety monitor, motorized rotational stage, and precision alignment jigs/fixtures. The equipment includes HDI’s N40-1-A Neutron Irradiator with proprietary Automated Irradiator Software, RadARM-N monitor, R-axis-A rotational stage, LaserAlign systems, and precision placement jigs. The sole-source justification is based on HDI’s proprietary LabVIEW software and safety interlock architecture, plus form/fit/function and metrological traceability requirements under 10 CFR 835. The government states that third-party hardware would cause safety interlock incompatibility, software fragmentation, and significant redundant integration and validation costs. This is not a request for competitive proposals, though interested parties that believe they can provide the exact fully integrated systems without violating proprietary protections or safety chains may submit a capability statement.
