Subject matter expertise in support of the U.S. Department of Energy’s (DOE) economic factors evaluation (EFE) of applications for certification and bids for conditional credit allocations, submitted by U.S. nuclear reactor owner/operators, under the Civil Nuclear Credit (CNC) Program. In support of the CNC Program’s need to evaluate whether individual nuclear reactors are at risk of shutdown due to economic factors, DOE has identified that subject matter expertise on economic factors and post-award application plans is necessary to review all the documentation provided in the certification application to meet the timeline that was instituted for the CNC Program. Contractors will provide subject matter expertise to assist DOE in the evaluation of economic factors for submitted applications for certification and possible conditional credit allocation. DOE is unable to determine, in advance, the number of applications it will receive until the date the respective award cycle closes, so the full level of work will not be understood until that time. It is anticipated that a multiple contractor indefinite-quantity, indefinite delivery contract with multiple yearly awards will be awarded. (1) The solicitation will be for services only. No National Stock Number is available. (2) All deliverables are expected to meet all the requirements and guidance identified within the solicitation and/or by the COR. Where applicable, deliverables shall be spell-checked, grammatically correct, in a professional looking format, and without any corporate tags (e.g., headers, footers, stationery, etc.). Re-work of deliverables due to errors of this nature (rather than changes) shall be done at no additional charge to DOE. All deliverables shall be of high quality and concisely written, consistent with applicable regulations and guidance. The degree of sophistication of the final product(s) under each deliverable will be coordinated with the COR. (3) Quantities of issued task orders for services are indefinite and based upon the number of applications that are received for the program. It is anticipated that multiple Task Orders will be issued each Guidance cycle. (4) Each CLIN will be issued as a separate Task Order for each application received. (5) Deliverables will be provided via electronic methods. (6) The delivery schedule is indefinite and based upon the timing of the release of the Guidance. It is expected that it will at least be yearly. (7) The duration of the base contract period is until 12/31/2023 and 4 option periods, each one year in length, until 2027.
