THIS IS A SYNOPSIS. THIS IS NOT A SOLICITATION. The Department of Energy (DOE) – Consolidated Service Center (CSC) in Oak Ridge, Tennessee has a requirement the operations and maintenance of the Oak Ridge Federal-Integrated Communication Network (ORF?ICN), which is owned by the DOE. Telecommunications services for the ORF-ICN includes analog, digital, Voice Over Internet Protocol and an Integrated Services Digital Network voice and data telecommunications system. The ORF-ICN covers approximately 500 facilities (encompassing multiple sites/agencies) that are geographically separated by as much as 15 miles in and around the city of Oak Ridge, Tennessee. The anticipated solicitation identifier is 843120RSC000051. The anticipated solicitation will be issued as unrestricted under North American Industry Classification System (NAICS) code 517311, Wired Telecommunications Carriers with a size standard of 1,500 employees. It will be solicited and evaluated utilizing Federal Acquisition Regulation Subpart 15. A pre-proposal conference/site visit is expected to occur prior to the proposal submission date, however, due to COVID-19 the exact dates are unknown at this time. The place of performance for this requirement is in and around multiple locations throughout Oak Ridge, Tennessee. The DOE-CSC anticipated performance period is 5 years (one-year base and four (4) one-year options). The solicitation will be posted to the FedConnect and Beta.Sam websites at www.fedconnect.net and https://beta.sam.gov, respectively. Interested parties are encouraged to review the solicitation and direct any comments/questions to the Points of Contact identified in the solicitation. This is a synopsis of a proposed contract action pursuant to FAR Subpart 5.2.
