The Office of Secure Transportation (OST) of the U. S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) has a need to acquire parts to maintain its inventory of Binocular Night Vision Devices (BNVD) by means other than full and open competition. This is a sole source acquisition is to provide DOE/NNSA OST with spare parts and repair services to maintain its inventory of BNVD-1531 Night Vision Devices/Units (NVD/NVU). Sole source procurement of parts and repair services from L3/Harris Technologies is necessitated to maintain equipment in accordance to factory standards and to ensure operational compatibility of spare parts with existing assets. L3/Harris Technologies, the manufacturer of OST’s BNVD-1531s, is the only known entity that can supply all spare components and perform repair services with assurances of proper fit and functionality.
