This notice is for informational and planning purposes only and is not a solicitation. Vendors shall not submit quotes or proposals at this time. A solicitation may be posted at a later date to the Governmentwide Point-of-Entry via SAM.gov. This announcement shall NOT be construed as a commitment by Brookhaven Science Associates LLC (BSA) to award a Subcontract. Brookhaven National Laboratory (BNL) reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner BNL determines is appropriate, including, but not limited to, the creation of a solicitation. Background: BNL is a Department of Energy (DOE) National Laboratory multidisciplinary research facility, located on Long Island, New York. BNL intends to compete the subject requirement, to be utilized within the United States. This requirement will provide for full and open competition. Note: This acquisition is subject to FAR Part 25, Buy American Act. Requirement: Detailed description of requirement need can be found in the attached DRAFT Statement of Work, DRAFT Technical Specifications, and DRAFT Technical Drawings. BNL expects to make one (1) award. The applicable North American Industry Classification System (NAICS) code is 332312, Fabricated Structural Metal Manufacturing (Size Standard, 500 employees). To be considered a small business under this acquisition, offerors must be registered in the System for Award Management (SAM) under the applicable NAICS code prior to submission of quotes. BNL intends to issue solicitation RFP-472077 in support of this requirement. The anticipated contract type is Firm Fixed Price. The anticipated award timeframe is on or about June 2026. SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION This is not a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB). This is a Sources Sought/Request for Information (RFI) ONLY. A solicitation is currently not available. This notice is not to be construed as a commitment, implied or otherwise, to issue a solicitation or ultimately award a contract. The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR Part 10, Market Research and FAR Part 19, Small Business Programs. Information received as a result of this notice will be considered market research and used for planning purposes only. Any information submitted by respondents is strictly voluntary. Any costs incurred as a result of this announcement shall be borne by the responder and will not be charged to BSA for reimbursement. INTRODUCTION: This is the initial step in the planning process for the PCB assembly requirement. Brookhaven Science Associates (BSA) seeks sources with the capability and interest to provide the assembly service as defined in the Statement of Work (SOW), Technical Drawing, and Qualifiers, attached. BSA anticipates conducting a competitive acquisition for this effort. The North American Industry Classification System (NAICS) code is anticipated to be 332312 –Fabricated Structural Metal Manufacturing. The size standard for NAICS code 332312 is 500 employees. INSTRUCTIONS: All interested respondents that are capable of providing this service are invited to respond electronically with a Statement of Capabilities (SOC) demonstrating the ability to meet the requirements outlined in the attachments. Do NOT merely reiterate the objectives or reformulate the requirements specified in the SOW or include any marketing material in the capabilities statement. Responses shall include company name, address, SAM Unique Entity Identification (UEI) number, point of contact with email address and telephone number, and indicate business size (large, small business, small disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 332312, size standard 500 employees. BSA reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Responses shall be emailed to Lgonzales@bnl.gov and shall address the following areas, at a minimum: Describe your company’s capability to meet the requirements listed in the draft Statement of Work. Provide confirmation that your company is capable and interested in fulfilling all specifications. If not capable, please explain. Confirm end items are manufactured in the United States. If so, confirm if this meets the definition of domestic end product as defined at FAR 25.101(a)? If not, what is the country of origin of the end item? Please specify if the company’s proposed end item is considered a commercial product as defined in FAR 2.101. Specify if your company is registered in SAM.gov.
