Project Synopsis: Mission Support and Test Services, LLC (MSTS), under contract to the United States Department of Energy (DOE), National Nuclear Security Administration, Nevada Field Office (NNSA/NFO), is seeking sources who can provide a one stop shop supporting Rapid Delivery, Communication System’s Operating Infrastructure, Maintain and Sustain Infrastructure, and Life cycle Management of Inventory as identified below. Individual Task Orders will be issued over a period of three-years. Specific Requirements/Capabilities: The successful candidate must be a small business under NAICS 541614, be a US owned business and must have, at a minimum, current experience in the following listed areas, and shall provide the labor, materials, and facilities, including hands on work if/when required. Rapid Delivery: Proven ability to provide rapid procurement and delivery of items required by the CONTRACTOR to be used in support of operations. Communication System’s Operating Infrastructure: Proven stability of facilities located in the vicinity of Woodbridge, VA, Augusta, GA, San Antonio, TX, and other similar Continental United States (CONUS) locations as requested by CONTRACTOR with dedicated and secure space and resources to store and maintain CONTRACTOR inventory of equipment, have space for meetings and conferences, and is readily accessible to the CONTRACTOR and CONTRACTOR approved visitors. Shall be secured to limit entry to approved personnel. Shall be readily accessible to the CONTRACTOR and CONTRACTOR approved visitors on a 24/7-time frame. It is acceptable to have a call number for access with a response time of no longer than 3 hours. Shall show stability of retaining this facility through proof of possession of property certificate or equivalent. Maintain and Sustain Infrastructure: Proven ability to support and the resources to maintain and sustain infrastructure that includes up to 6 network racks per facility and supply at least 5Gb of internet service. Shall employ personnel with familiarity of infrastructure management (e.g., degree, training certification, proven work experience). Life Cycle Management of inventory: Proven ability to manage inventory from receipt to removal from service. Shall provide the ability to investigate why the equipment can no longer be used in operation that includes a minimum of the forensics of equipment for failures and the review of the processes that the equipment was used under for process failures. Shall provide support to this service on a 24/7-time frame. Shall have at least 3 years of proven success with life cycle management.
