SYNOPSIS / NOTICE OF PROPOSED CONTRACT ACTION Solicitation Number: RFP-426263 Date: June 7, 2023 Title: Helium Plant This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Vendors shall not submit a quote until, and/or if, the solicitation is posted to the Governmentwide Point-of-Entry via www.SAM.gov. This announcement shall NOT be construed as a commitment by Brookhaven Science Associates LLC (BSA) to award a Subcontract. Brookhaven National Laboratory (BNL) reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner BNL determines is appropriate, including, but not limited to, the creation of a competitive solicitation. Background: BNL is a Department of Energy (DOE) National Laboratory multidisciplinary research facility, located on Long Island, New York. BNL intends to compete, full and open, for a Helium Plant to be utilized within the United States. Note: One or more of the items under this acquisition is subject to Free Trade Agreements. Need: BNL has the following requirements: Please see attached DRAFT Statement of Work (SOW) for additional needs. BNL expects to make one (1) award. The applicable North American Industry Classification System (NAICS) code is 325120, Industrial Gas Manufacturing, and the applicable PSC is 6830, Gases: Compressed and Liquified. Interested parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their quotes. BNL intends to issue solicitation RFP-426263 in support of this requirement. The anticipated award contract type is a Firm Fixed Price contract. BNL anticipates award date to be on or around 01/31/2024. Delivery Date: BNL is considering final installation and commissioning no later than 102 to 104 weeks after receipt of order.
