Project Synopsis: SUBCONTRACTOR assistance shall be required in support of the Nevada National Security Site (NNSS) and additional Global Security Directorate sites, facilities, ancillary operational field locations and/or project activity in worldwide locations as designated in individual Task Orders. SUBCONTRACTOR shall provide a Strategic Technical and Training Element (STTE) with all personnel, infrastructure, equipment, and material necessary to support CONTRACTOR, National Nuclear Security Administration (NNSA), associated National Laboratories, and other inter-agency requirements to train, deploy, install, operate and maintain a wide range of sensors and collection technologies. SUBCONTRACTOR shall also provide necessary rapid engineering and target region expertise to operationalize Department of Energy (DOE) and NNSA sensor capabilities in austere environments. SUBCONTRACTOR will be required to purchase a range of items from a variety of sources both in the Continental United States (CONUS) and outside the Continental United States (OCONUS). SUBCONTRACTOR shall also provide specialized technical, tactical or other specialized training services either to augment existing CONTRACTOR offerings for other customers or for NNSA, or other National Laboratories. This training shall include, but is not limited to, Human Performance and High Stress Resiliency Training Recruiting, Assessment and Selection Training (RAST) Embassy and Travelers Courses Lone Operators Course Special Operations Command (SOCOM) Based Specialty Training and Exercises Electronic Virtual Identity Detection (EVID) Course Additional Training Courses and Exercise Support Specific Requirements/Capabilities: The successful candidate must have, at a minimum, current experience in the following listed items, and shall provide the labor, materials, and facilities, including hands on work if/when required. Maintain and operate an intermediate Staging Facility and Quick Reaction Element in an agreed upon location(s) in Eastern Europe; replicate the capability globally, as required; these facilities shall include permanently manned offices with sufficient storage, workshop, and office space to sustain current and surge operations; SUBCONTRACTOR must be able to respond to all sites in NATO’s Eastern Flank. Lease, or otherwise procure, sensor installation sites throughout Eastern Europe and/or other locations as directed, secure additional sites globally, as required; Provide engineering services to support Technology Insertion; design and build solutions to adapt National Laboratory and commercial systems to operate in austere environments under all weather and conflict conditions; the Technology Insertion capability shall include engineers with the ability to: create and provide drawings and schematics in SolidWorks functional knowledge of LINUX design and implement electrical modifications and repairs to a wide range of sensor systems integrate sensor systems with a range of commercial SATCOM, broadband and terrestrial cellular communications in order to provide consistent, redundant, worldwide remote sensor control and telemetry. Collaborate with National Laboratories to provide use-case and user experience feedback to engineers throughout all phases of the design process Provide engineering services to adapt DOE and NNSA sensors to alternative deployment platforms including, but not limited to: aerostats, drones, watercraft, Class III towers, and vehicles Procure and operate sensor-equipped vessels in international waters Procure and operate sensor equipped manned and unmanned aircraft and maritime vessels, drones, aerostats and other aerial vehicles in Eastern Europe or in other locations as directed Provide non-standard logistics; demonstrate the capability and experience to regularly ship sensor systems and other equipment to denied areas and conflict zones; SUBCONTRACTOR shall provide logistics support that ensures and guarantees delivery while holding the Government harmless; this requirement shall not be constrained by size, volume or type of equipment Manage local national subcontractors, to include those working in hostile and conflict zones. Provide a method for providing real-time reporting of sensor location, status and security as well as for the security of personnel and facilites used in the conduct of this Subcontract. (NOTE: This is for the watch center so its specified) Assume responsibility for managing and maintaining existing Partner Nation and US interagency relationships in a manner that ensures there is no disruption to current operations; relationship management responsibilities require the full-time presence in the USEUCOM AOR of a U.S. Citizen with a TOP SECRET clearance capable of interacting with U.S. Embassy Country Teams throughout NATO’s Eastern Flank and a demonstrated ability with documented experience working with foreign militaries and U.S. Embassy Country Teams. Develop Programs of Instruction (POIs) and Tactics, Techniques and Procedures (TTPs) for the training of specialized curriculum such as human performance, safe travel, digital security among other topics. Support existing NNSA exercise activities with subject matter experts in operations, communications, and threat actor procedures. Conduct training and exercise support to CONTRACTOR, its customers and the work for others program as directed. Provide evidence of Defense Based Act Insurance. Security Clearances are required. The SUBCONTRACTOR shall have the ability to obtain a U.S. Department of Energy (DOE) facility security clearance and have personnel capable of obtaining a Q-type or L-type security clearance. In accordance with 13 FAM 301.4 (MANDATORY TRAINING PREPARATORY TO GOING ABROAD) all overseas deployed personnel must have successfully attended Foreign Affairs Counter Threat (FACT) Training (CT650) within the past 42 months and maintain a FACT certificate on file with the CONTRACTOR.
