Mission Support and Test Services, LLC (MSTS), further referred to as CONTRACTOR, under contract to the Department of Energy (DOE), National Nuclear Security Administration Nevada Field Office (NNSA/NFO), is seeking sources, further referred to as SUBCONTRACTOR who can assist CONTRACTOR personnel in Substation Maintenance. CONTRACTOR has a number of electrical substations located at the Nevada National Security Site (NNSS), which is located approximately 65 miles northwest of Las Vegas, Nevada, that requires a SUBCONTRACTOR to assist with the inspection and maintenance to improve the condition of these substations. SUBCONTRACTOR will be expected to provide analysis, recommendations, maintenance oversight, and on-site training to help CONTRACTOR meet contractual requirements and follow industry best practices from American National Standards Institute (ANSI), InterNational Electrical Testing Association (NETA), National Electrical Safety Code (NESC), and Occupational Health and Safety Act (OSHA). There shall be no contact work done by the SUBCONTRACTOR. The SUBCONTRACTOR shall be on-site assisting CONTRACTOR to plan, perform, and improve Activity Level Work (ALW) for reoccurring substation maintenance. At least one major substation maintenance effort is planned to be performed each year issued by Task Order (TO). The growth of the substation maintenance industry has led to the development of multiple proprietary software-reporting programs at the NNSS. It is the CONTRACTOR’S intention to report consistent and accurate information regardless of software selection and division between data sets, demonstrate adequacy of asset condition, enhance employee training, and, improve modeling. Thus, SUBCONTRACTOR assistance is sought to identify new and correct known substation maintenance needs on the existing system. Substations have voltage ratings in the range of 138kVAC, 34.5kVAC, 12.5kVAC, 4.16kVAC, 480/277VAC, 208/120VAC, 240/120VAC, 48VDC, and 130VDC. Transmission and distribution substations have a typical bus configuration of single bus, sectionalized bus, main and transfer bus, and ring bus. Maintenance activities for each substation shall include the following: SUBCONTRACTOR shall review and oversee the testing of existing relay settings on the NNSS 138/69/34.5/12.47/4.16kV systems, including the substation one-line diagrams/schematics. SUBCONTRACTOR shall provide technical oversight to the CONTRACTOR to modify relays requiring protective settings adjustments. This includes site visits to ensure that the relay settings are properly implemented for all relays. SUBCONTRACTOR shall recommend relay settings modifications to ensure each relay’s protective settings are coordinated within the NNSS; this includes the 138kV loop and connection with public power providers. SUBCONTRACTOR shall evaluate the settings for each 138kV substation that includes, their bus differential relays, transformer differential relays, proper distribution protection relays settings for coordination, and oversee remaining relay settings where necessary that may otherwise be blank, zero, or default values. SUBCONTRACTOR shall provide evaluation and recommend coordination settings for protective equipment on distribution (34.5/12.47/4.16kV) circuits to help minimize broader upstream impact within each substation. SUBCONTRACTOR shall develop the necessary calculations to support any relay setting modification and provide a hard copy format of the calculation from which the relay settings are derived. SUBCONTRACTOR shall ensure SCADA controls and communication operate properly during each planned maintenance activity and outage. SUBCONTRACTOR shall use CAPTOR and Dapper programs for relay setting calculations and setting input. SUBCONTRACTOR shall provide computer software programs such as CAPTOR and Dapper or any other necessary computer software programs. SUBCONTRACTOR shall coordinate with CONTRACTOR on the selection, use, and oversight of calibration equipment needed. SUBCONTRACTOR shall follow CONTRACTOR work planning procedures. SUBCONTRACTOR shall assist CONTRACTOR with performing and documenting the required tests as identified in the TO. SUBCONTRACTOR will assist CONTRACTOR with completing all necessary forms recommended by the equipment manufacturer for each substation. Completion of the form will include, in part, entering data electronically, indicating condition, location, and identification numbers. SUBCONTRACTOR shall ensure data results produced from the substation maintenance, inspection, and testing has information captured and stored in CONTRACTOR’s database. SUBCONTRACTOR shall provide the settings for all the relays and communication processors in both hard copy format and for Schweitzer Engineering Laboratories (SEL) relays, also, in electronic SEL-5030 computerized form suitable to be downloaded into the relays and communication processors. SUBCONTRACTOR shall ensure all CONTRACTOR tests are conducted in a safe manner and with complete knowledge of the hazards involved. Training SUBCONTRACTOR shall provide onsite-field-training to CONTRACTOR’s staff through demonstration. In the event of new products being installed by CONTRACTOR, then SUBCONTRACTOR shall support/train the CONTRACTOR’s personnel on the new products. Studies and Analysis that SUBCONTRACTOR shall improve accuracy of and utilize: Short-Circuit – Verify that each distribution device, such as service equipment, breakers, branch panel boards and connected equipment meets requirement for short circuit energy at their connection point. Coordination – Evaluate protective devices, such as relays, fuses, and circuit breakers, and the circuits they protect. Incident Energy – Measure thermal energy at a working distance from an arc flash/fault. Load-Flow – Determine how the system will operate depending on the given loading. Stability – Determine return to normal stable condition after being disturbed. Harmonic-Analysis – Simulate nonlinear elements injecting into the linear system Experience: SUBCONTRACTOR shall have five years’ experience in performing substation maintenance in accordance with the NESC requirements and the OSHA compliance Standard. SUBCONTRACTOR shall provide NETA certified technicians. SUBCONTRACTOR must be familiar with all instruments, and the use of Electrocon International’s CAPE and SKM’s. SUBCONTRACTOR must be familiar with and possess the ability to apply, set, and test SEL mirrored bit technology. SUBCONTRACTOR must be familiar with and possess the ability to set, but not be limited to, the following types of SEL relays, I/O processors, and communication processors: SEL 311C, SEL-311L, SEL-321, SEL-351, SEL-387, SEL-501, SEL-551, SEL-587, SEL-2100, SEL-2410, SEL-2020, SEL-2030, and SEL-2032. SUBCONTRACTOR must be familiar with and able to use the SEL Compass and SEL-5030-ACSELERATOR computerized program for setting the Schweitzer Engineering Laboratories (SEL) relays. SUBCONTRACTOR must be familiar with and possess the ability to set GE, ABB, BBC, Westinghouse, and other manufacturer’s solid state and/or electromechanical relays.
