Fermilab requests your firm-fixed price labor hour proposal for IARC Business Development Consulting Services (NAICS Code 541611) as outlined in the Statement of Work, dated July 25, 2022 (attached). The term of the resulting Purchase Order Agreement shall be a one (1) year “Base Term,” starting April 1, 2023, through March 31, 2024, with four (4) renewal option periods sequentially commencing each year. Basis for Subcontract Award: A subcontract will be awarded to that responsible offeror whose proposal represents the best value after evaluation in accordance with the factors in this solicitation. This is a best value source selection. Award shall be made to contractors who are deemed responsible by FRA; whose proposal conforms to the solicitation’s requirements and is judged to represent best value to FRA. The best value is represented by the most advantageous offer, price and other factors considered. Such offers may not necessarily be the proposals offering the lowest price or receiving the highest technical rating. Prospective offerors are advised that a proposal meeting solicitation requirement with the lowest evaluated price may not be selected if award to a higher evaluated price offeror is determined to be most advantageous to FRA. FRA intends to award without discussions. Each contractor shall be evaluated relative to the following factors. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Factor 1: Technical Expertise Factor 2: Prior Experience in the Field Factor 3: Evaluated Cost/Price Factor 1: Technical Expertise: Describe the management approach to accomplish the objective, primary role, and additional goals in the Statement of Work. Offeror should identify any additional resources that will be required, including subordinate staff, third-party subject-matter experts, and Fermilab resources. Factor 2: Prior Experience in the Field: Provide relevant evidence of experience for the same or similar projects as stated in the objective, primary role, and additional goals in the Statement of Work. The offeror should describe his/her qualifications, experience, success record in previous proposals to State and Federal funding agencies. Factor 3: Evaluated Cost/Price: Provide fixed fully loaded hourly wrap rate on this RFP document. Please indicate if pricing is based on GSA schedule and if so, provide GSA schedule and contract number with your response. If a published price list is available, please forward with your response or provide the web address.
