Western Area Power Administration (WAPA), Desert Southwest Region (DSW), hereby gives notice of their intent to award a contract to GE Grid Solutions, on a sole source basis, implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. WAPA DSW has a requirement to source a qualified Contractor capable to provide all parts and service to replace bushings and arrestors, Load Tap Changer Repairs, for Headgate Rock KY7A Transformer, serial number C-05324-5-1. GE Grid Solutions is uniquely qualified to provide the required services in the attached performance work statement (PWS). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES however, the Government will consider responses from all responsible sources. Offerors that believe they can fulfill the requirements of this order shall submit their capability statement to childers@wapa.gov no later than 2:00pm (MST) June 19, 2023. Responses must be supported with clear and convincing evidence to clearly be able to provide the service outlined in this notice. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the WAPA DSW. See the attached Justification and Approval for Other Than Full and Open Competition for additional information regarding the sole source determination. The Government will not be responsible for any costs incurred by responding to this notice.
