Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
The DOE/NNSA BUILTT pilot, conducted by Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, offers qualified U.S. small and medium-sized businesses a Cost Reduction License to manufacture low-volume, high-impact DOE/NNSA technologies for a nominal fee, with resulting products sold to government customers at a fair pre-negotiated price and possible commercial sales where applicable. Technologies generally involve specialized manufacturing, instrumentation, sensing, materials, electronics, and analytical or production systems, with exact descriptions and IP information in a separate attachment. Eligibility is open to U.S.-based SMBs meeting SBA requirements, with possible preference for businesses near participating DOE/NNSA sites and those with SBA 8(a) or HUBZone designations. Evaluation may consider technical and manufacturing capabilities, facilities, personnel, experience, compliance, low-volume production support, financial capacity, and alignment with listed technologies; selected respondents undergo vetting before any matchmaking, licensing, or procurement, and participation does not guarantee selection, a license, or a contract. Interested businesses should email TPIP@nv.doe.gov with the subject line “BUILTT for DOE Pilot Technologies,” identifying areas of interest and briefly describing relevant technical, manufacturing, and government-contracting capabilities.
