WAPA is conducting market research to identify qualified businesses able to furnish and deliver treated Pacific Coast Douglas Fir wood utility poles under an anticipated firm-fixed-price IDIQ contract with a three-year ordering period and as-needed orders. Delivery would be to various WAPA facilities throughout the Upper Great Plains, Rocky Mountain, Desert Southwest, and Sierra Nevada Regions listed in Attachment C, with the contractor responsible for unloading poles into WAPA storage bunks and transportation/unloading included in the freight price. Routine delivery would be required within 12 weeks after order issuance, and WAPA is considering establishing freight prices at contract award with an economic price adjustment mechanism, including per-pole freight by CLIN and delivery location.
