SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions. SLAC has a requirement for a U.S. domestic end item source of the following product: 1. PICO-KLMNO-9(A)-1-DIR-NA Pico Solar Simulator Qty- 1 Class AAA Spectral Range: 350 nm - 1450 nm Irradiance: 1 sun equivalent Illumination Area: 9 cm2 Working distance: 7 cm Normal Atmosphere Use North America Model (221 W, Type B) 2. PMOD-VAR Variable Upgrade Qty- 1 Enables complete programmable intensity control over 28 individual wavelength channels for arbitrary spectra design. Programmable presets AM0-AM10, AM1.5G, AM1.5D. Includes software interface. Spectral save, download, and load functions. One-Click Sun software replicates intensity and spectra at designated geography, time, and season. World point selection 1o Lat./Long. Time Scaling up to 500x realtime. The source selection will be Lowest Price Technically Acceptable method with the following technical evaluation criteria: -Instrument must meet technical specifications, specifically ability to produce an illumination source replicating solar spectrum with Class AAA fidelity -Must be able to operate without liquid cooling system -Illuminated spot size must be large enough to accommodate 5 cm2 samples but not so large as to waste significant output Marking of Proprietary/Confidential Information. Offerors shall properly mark and identify with a restrictive legend or information markings on pages of the proposal that contain Proprietary/confidential information. For Offeror to be eligible for a subcontract award with the University and the U.S. Department of Energy (DOE), Offeror shall be registered with the System for Award Management (SAM).
