This is a pre-solicitation notice for the Regional Educational Laboratory (REL) Program for the 2027–2031 cycle, with the full solicitation expected to be issued on or around August 31, 2026. The Department intends to award ten 60-month IDIQ contracts, one per REL region, through full and open competition under NAICS 541611. A down-select approach will be used with a Highest Technically Rated with a Fair and Reasonable Price (HTRWFR) source selection method. Task orders will combine fixed-price and time-and-materials elements, with the first task order awarded immediately after the IDIQ awards. The draft PWS and Task Order 0001 are attached for informational planning purposes.
