This is a sources sought notice only; the purpose of this notice is to acquire knowledge about potential qualified sources that can provide the U.S. Department of Education with support services that can accomplish the following: (1) the creation of technical reports that advise IES on emergent statistical, research, or evaluation methodologies which may include statistical analysis of extant data; (2) the development of tools and toolkits that help researchers, evaluators, or other key stakeholders operationalize emergent statistical or evaluation methodologies; and (3) the convening of expert advisory panels. Other domains consistent with the larger purpose of supporting evidence-building and evidence-building in education may be added at a future date. The Government envisions setting the following Not to Exceed(NTE) thresholds for the following objectives: Objective A - technical reports - NTE $250K Objective B - tool kits - NTE $150K Objective C - expert panels - NTE 50K Are these thresholds realistic? If you have a GSA/GWAC contract, are they achievable under your current pricing schedules? 2. Can the objectives be accomplished on a Firm Fixed Price basis? If not, why not? What other contract pricing structure should the Government consider? Right now the Government is considering putting an Indefinite Delivery Contract or Blanket Purchase Agreement in place, with an ordering period of sixty(60) months 3. What other factors/limitations should the Government also consider, so that the contract/effort is fully successful? Information submitted in response to this sources sought notice is to be used for planning purposes only. This notice shall not be construed as a request for proposal. This notice does not obligate the Government to award a contract, it does not restrict the Government in its ultimate acquisition approach, nor does it obligate the Government to pay for any proposal preparation costs. No entitlement to payment of direct or indirect costs or charges by the government will accrue as a result of a submission or of a response or use of such information. Please submit all responses by 10:00 a.m., EST on 01 March 2019. Please submit all questions/comments/responses via email. The Department does not intend to post a Question and Answers amendment to this notice. Instead, the Department intends to take those questions as items that will be utilized to strengthen the Department's RFP/Solicitation documents. Respondents may be contacted for additional information. A letter stating your interest or requesting a copy of the solicitation is NOT sufficient to determine contractor capability.
