All other te... The purpose of this amendment is to post the answers to the questions recieved in response to the solicitation. In addition, the updated IDIQ PWS and Task Order 0001 is also being posted. All other terms and conditions remain the same. This synopsis notice is posted in accordance with Federal Acquisition Regulation (FAR) Part 5.203(a). The U.S. Department of Education's (ED) Institute of Education Sciences (IES) requires a contractor to assist IES in conducting studies for a congressionally-mandated evaluation of career and technical education (CTE) under the new federal law. These studies may: (1) describe implementation of CTE based on new data collection; (2) analyze trends in participation and outcomes relying on existing data sources; and (3) examine the effectiveness of key CTE strategies through systematic evidence reviews and, potentially, low-cost opportunistic impact evaluations. The program office responsible for the evaluation will be the National Center for Education Evaluation and Regional Assistance within IES, working in collaboration with ED's Office of Career, Technical, and Adult Education (OCTAE) and with other centers within IES. This Indefinite Delivery-Indefinite Quantity contract (IDIQ) is intended to help IES design and conduct studies of CTE that take advantage of new initiatives in the field, emerging research being conducted by others, and the need to report to Congress on a regular basis. By awarding task orders to a single contractor with appropriate data collection and methodological experience, IES expects to reduce the time and costs involved in starting up separate studies and to better link across them. The Department's tracking number for market research activities for this procurement is IESP190053AP. ANTICIPATED PERIOD OF PERFORMANCE The period of performance of the anticipated IDIQ shall have an ordering period of 60 months. All task orders shall begin within the 60-month ordering period of the IDIQ. The option periods will be exercised at the discretion of the Department. ANTICIPATED CONTRACT TYPE Task orders may be issued as fixed price, Time and Materials, or cost reimbursement contracts. ANTICIPATED ACQUISITION STRATEGY The Department anticipates releasing the Request for Proposals (RFP) within 30 days. It is also anticipated that the acquisition strategy will be a negotiated, competitive acquisition (open to both small and large businesses) conducted in accordance with FAR Part 15. ** Paper copies will not be made available. Any prospective contractors must be registered in the sam.gov in order to be eligible for award.
