The authority is FAR 16.505(b)(2)(i)(C): “The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order”. The initial procurement was competed among all eligible Service-Disabled Veteran Owned Small Business (SDVOSB) multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contractors using FAR 16.505 procedures whereby Patriot, LLC was selected for this requirement. Patriot, LLC is the contractor best acquainted with the needs of the Department and is familiar with the current support services being provided. Having another contractor assume the current services, without adequate time for a comprehensive transition would create an administrative burden for the Department and the customers served, create a loss of service, and reduce operational capabilities. It is cost-effective, efficient, and timely to maintain the current support for no more than a year to allow the Department to refine requirements, conduct competition, and smoothly transition to a new vendor.
