THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. This RFI is issued for developing a viable solicitation that will best communicate the Department's requirements to industry. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Department of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Department shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Department regulations; formal notices will be on https://sam.gov/ website. GENERAL INFORMATION: The Department is in the process of determining the acquisition strategy for Contract Close-out Support Services contract. The Department anticipates awarding a Base with one (1) option period, under NAICS Code 541611 and PSC Code R699. The size standard associated with this NAICS code is $21.5 million. The Department is considering a Firm Fixed price award. Additionally, the Department is considering a twenty-four (24) month award for this service that may include, a base period of twelve (12) months and one (1) twelve (12) month option period. System for Award Management (SAM) will be mandatory for this contract (see SAM website at https://sam.gov). UEI information will be mandatory for this contract. * General Information shall be no longer than 2 pages (single-spaced, with a minimum of one-inch margins and 11-point font). Capability Statement Instructions: In response to attached Draft Performance Work Statement (PWS), the Department hereby solicits capability statements and comments from all eligible, interested parties. Capability Statements shall be no longer than 5 pages (single-spaced, with a minimum of one-inch margins and 11-point font). Vendors shall provide responses for the content areas noted below. This information does NOT count against the 5-page Capability Statement page limitation. Capability Statement Submission Deadline: The deadline for submitting Capability Statements, Contractor Information Form, and vendor feedback is July 8, 2022 by 1:00 PM (ET) via e-mail to the following: Brittany.L.Brooks@ed.gov, and cc: Rodneyta.Thomas@ed.gov. All e-mails must contain the requirement’s name in the subject line: Contract Close-out Support Services Please complete the Contractor Information Form and return with below responses. 1. Have you ever provided Contract Close-out Support Services for the Department? a. If yes, number of contracts within the past three (3) years? 2. What type of work has your company performed in the past three (3) years in support of the same or similar requirement? 3. What specific technical skills does your company possess which ensure capability to perform the tasks? 4. Can or has your company managed a task of this nature? If so, please provide details. a. Include in your response a statement of your company's ability to meet the Constraints and Other Information requirements. 5. Can or has your company managed a team of subcontractors before? If so, provide details. 6. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, UEI number, etc. Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women? Owned, HUBZone, or Service-Disabled Veteran?Owned Small Business Concern under the NAICS code specified above. a. Please note that under a Small?Business Set?Aside, in accordance with FAR 52.219?14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. If you are a small business under the specified NAICS code, provide an explanation of your company’s ability to perform at least 50% of the tasking described in this draft PWS for the base period as well as the option periods. 7. Does your company offer these services under a MAS/GSA Schedule and/or another contract vehicle that they can order from? The Department encourages you to submit any additional comments or suggestions that you would like to share with us regarding Contract Close-out Support Services.
