The purpose of this amendment is to include answers to questions that were inadvertenly left out of the Q&A amendment. All other terms and conditions remain the same. The purpose of this amendment is to upload the answers for the questions submitted on this notice. The submission date is also extended. Interested offerors are informed that the due date may not be changed and all proposals should be submitted by the due date. The purpose of this amendment is to upload the DRAFT Request for Proposal and update the proposal response date. Please note that questions are due on June 18, 2019. Interested offerors are responsible for reading the solictation in its entirety and complying with all terms and conditions. The Department of Education Contracts and Acquisitions Management office located at 550 12th Street Southwest, Washington, D.C., 20202, intends to procure a Cost Plus Fixed Fee (CPFF) contract to help design an evaluation of a future cycle of Regional Educational Laboratories (RELs) and to conduct analyses that will inform program improvement for the current cycle of RELs. This contract will include tasks to identify a sampling strategy that captures the appropriate unit of analysis and to develop data collection instruments on relevant outcomes, as well as a set of quick turnaround tasks to address specific questions of interest to the REL program. The program office responsible will be the National Center for Education Evaluation and Regional Assistance (NCEE). The contract is for 24 months. This requirement will be to support the National Center for Education Evaluation and Regional Assistance (NCEE) within the U.S. Department of Education's (Department) Institute of Education Sciences (IES). The requirement will be competed on a Full and Open basis using FAR Part 15 procedures. The applicable North American Industry Classification System (NAICS) code is 541720. It is anticipated the solicitation will be issued electronically at least 30 days after posting of this notice, and will be posted on the Federal Business Opportunities website (http://www.fbo.gov). Interested offerors are requested to submit their company information, via email, in response to this notice. It is also important to note that the due date on this notice may be the proposal due date for the soliciation and interested offerors should plan accordingly. Paper copies will not be made available. It is incumbent upon all interested offerors to review this site frequently for any updates/amendments to any and all documents. Any prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award, and information concerning SAM requirements may be viewed at https://www.sam.gov.
