The U.S. Department of Education (Department), Office of Management, Security, Facilities and Logistics Services, Logistics Services Division oversees and manages the Department's parking program. The Department is seeking approximately one hundred and ninety-four (194) parking spaces that are within a two (2)-block radius of Potomac Center Plaza, 550 12th S.W., Washington, DC, 20024 for Department staff who work in the building. These spaces are in addition to the seventeen (17) reserved spaces that are already included in the current Occupancy Agreement OA#022900, which are at the parking facility located at Potomac Center Plaza, 550 12th S.W., Washington, DC. 20024. The contractor shall provide a total of two hundred and eleven (211) parking spaces (includes the 17 in the OA and the six handicapped) as outlined in the characteristics below: • Six (6) RESERVED Handicapped spaces. (Handicapped spaces are required to be at least 96 inches wide and parking spaces must be located near accessible entrances.) • One Hundred and eighty-eight (188) Regular Parking spaces. (Regular spaces shall be a minimum of nine feet (9 ft.) in width and nineteen feet (19 ft.) in length.) • Seventeen (17) RESERVED spaces as outlined in the current Occupant agreement, to be located on the P-1 level- Contractor will only need to manage these spaces, not actually provide them. • Covered and secured facility • 24-hour electronic key card access to the facility • Non-valet self-parking • Attendants will at times have to relocate the vehicles • Attendants will need to provide car key and security management 1. Management Contractor shall provide daily management and oversight of the parking facility, including, but not limited to the following: • Personnel • Personnel uniforms • Personnel training • Supervision of personnel • Insurance in accordance with the terms, conditions, and specifications contained in this contract • Hours of operations will reflect the Government's work schedule, usually being from 6:00am to 5:30am Monday through Friday 2. Parking Permits The contractor shall provide parking permits to the Contracting Officer's Representative (COR), in Transportation Services Branch, a minimum of two weeks prior to the end of each quarter, in accordance with the period of performance dates listed below. These parking spaces are required for the following performance periods: Base Period: July 1, 2019 -June 30, 2020 Option Period 1: July 1, 2020 -June 30, 2021 Option Period 2: July 1, 2021 -June 30, 2022 Option Period 3: July 1, 2022 - June 30, 2023 Option Period 4: July 1, 2023 - June 30, 2024 All questions in response to this solicitation must be received at or before 10:00am Eastern Time on March 27th, 2019. The technical and business quotes must be received at or before 10:00am Eastern Time on April 1st, 2019. Please see attached solicitation for additional details.
